Job Description
JOB TITLE: Water & Sewer Service Technician

JOB SUMMARY: This position is responsible for performing leak detection on both water and sewer system infrastructure and act as Service Technician on duty when needed.
 
MAJOR DUTIES:
  • Performs water and sewer line leak survey using various tools and methods.
  • Performs sewer main and service line video evaluations using camera systems.
  • Maintains accurate leak and video records for repair and replacement evaluations.
  • Repairs/replaces all equipment pertaining to customer meter settings, including meters, yokes, re-setters, check valves, shut-off valves, boxes, lids and any other material required for meter settings.
  • Plugs and pulls meters.
  • Responds to complaints regarding water pressure, high bills, and water leaks.
  • Responds to complaints regarding sewer mains and sewer services.  This includes, but is not limited to, flushing sewer mains and sewer services using jet truck; responding to sewer back-ups and sewer overflow complaints; video inspections of sewer mains and sewer services.
  • Checks leaks to determine party responsible for repair.
  • Tests meters of various sizes for accuracy.
  • Operates and maintains meter testing equipment.
  • Repairs and rebuilds meters as necessary.
  • Reads industrial meters as needed.
  • Responds to emergency service calls as necessary, including rotating on-call duty with water service workers
  • Performs other related duties as assigned.?

KNOWLEDGE REQUIRED BY THE POSITION: 
  • Knowledge of water meter repair and operation.
  • Knowledge of departmental policies and procedures.
  • Knowledge of the design and operation of various meters.
  • Knowledge of the water and sewer system, including GIS mapping.
  • Ability to use digital tablets and phone to enter tickets and respond to service dispatch and record findings.
  • Skill in the use of special and standard tools, including shovels, wrenches, pipe horn, leak detection equipment, sewer cameras, and shut off tools.
  • Skill in installing and repairing water meters.
  • Skill in driving.
  • Skill in oral and written communication.
 
SUPERVISORY CONTROLS: The Distribution and Collection Superintendent assigns work in terms of general instructions.  The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
 
GUIDELINES: Guidelines include work orders, city and department policies and procedures, and supervisory instructions.  These guidelines are generally clear and specific but require some interpretation in application.
 
COMPLEXITY: The work consists of related duties in leak detection and piping evaluations, and water meter repair and installation.
 
SCOPE AND EFFECT: The purpose of the position is to ensure structural integrity of water and sewer piping systems.  Successful performance helps ensure the speed and accuracy of repairs and service and contributes to the efficient operation of the department.  
 
PERSONAL CONTACTS: Contacts are typically with co-workers, other utility workers, plumbers, customers, and the general public.
 
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information and provide services.
 
PHYSICAL DEMANDS: The work is performed while sitting, standing, walking, bending, crouching, and stooping.  The employee must occasionally lift heavy objects and use tools or equipment requiring a high degree of dexterity.
 
WORK ENVIRONMENT: The work is performed in an office, warehouse, and outdoors, where the employee is exposed to noise, dust, dirt, grease, machinery with moving parts, and occasional inclement weather.  The work requires the use of safety devices such as masks, goggles, or gloves.
