JOB TITLE: Lieutenant -Fire Prevention/ Inspections/ Investigations

DEPARTMENT: Fire, City of Cartersville

JOB SUMMARY: This position is responsible for performing building and home inspections,
public education, and origin and cause investigation in the City of Cartersville.

MAJOR DUTIES:
  •  Inspect commercial buildings, public buildings, and residential dwellings for code compliance.
  • Enforces fire prevention codes and ordinances. 
  • Inspects the storage of explosives and other flammable materials. 
  • Inspects and advice on the installation of fire alarms and fire extinguishing equipment. 
  • Reports violations of fire-safety laws to the Fire Marshal. 
  • Speaks to civic groups and schools about fire safety and demonstrate safe use of fire extinguishers. 
  • Assists in developing fire codes. 
  • May assume the duties of Assistant Fire Marshal in his/her absence. 
  • Issues burning permits; firework permits and inspects sites. 
  •  Investigates fires to determine Origin and Cause 
  •  Performs other related duties as assigned 
KNOWLEDGE REQUIRED BY THE POSITION:
  • Knowledge of fire codes, department operating procedures, building codes, and city ordinances.
  • Knowledge of building construction.
  • Knowledge of inspection methods.
  • Knowledge of fire hazards.
  • Knowledge of reporting procedures.
  • Knowledge of principles and techniques of fire suppression and prevention.
  • Knowledge of firefighting equipment.
  • Knowledge of fire cause determination, preservation of evidence, and legal proceedings
  • Skill in reading blueprints and interpreting building plans.
  • Skill in operating firefighting equipment.
  • Skill in public relations.
  • Skills in oral and written communication
 QUALIFICATIONS: 
  • Knowledge and level of competency are commonly associated with the completion of specialized training in the occupational field, in addition to basic skills typically associated with high school education.
  • Experience is sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with three to five years’ experience or service within the fire profession.
  • Possession of or ability to readily obtain and maintain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Ability to meet current requirements set forth by the National Fire Protection Association and the Georgia Firefighter Standards and Training Act.
SUPERVISORY CONTROLS: The Fire Marshall and Assistant Fire Marshall assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.

GUIDELINES: Guidelines include International Fire Codes, National Fire Protection Association codes, Life Safety Codes, city codes and ordinances, departmental operating procedures and guidelines, state regulations, and Standard Fire Prevention Codes. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY: The work consists of related fire prevention, fire inspection, and safety education duties. The variety of duties contributes to the complexity of the job.

SCOPE AND EFFECT: The purpose of this position is to reduce the risk of fires by conducting inspections and recommending procedures to reduce unsafe conditions. Successful performance contributes to the safety of residents and departmental personnel.

PERSONAL CONTACTS: Contacts are typically with other Fire Department personnel, building inspectors, insurance staff, outside investigators, local business people, homeowners, and the public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information and
provide services.

PHYSICAL DEMANDS: The work is performed while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee must lift light and heavy objects, climb ladders, use tools or equipment requiring a high degree of dexterity, and be able to distinguish between shades of color.

WORK ENVIRONMENT: The work is performed in an office, various buildings, and outdoors, where the employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, and occasional inclement weather. The work requires the use of protective devices.
